<p>If you check the statistics listed on Collegeboard, the UC’s usually have a large number of domestic Asian students and international students alike. So based on the statistics, it probably is easier for an international applicant to get admitted, as they already have a thriving international culture over there. Lower standards for admissions compared to elite colleges such as the Ivy Leagues probably help international applicants as well.</p>

<p>If you have good stats and can pay 55k a year, the UC’s will admit you more readily than similarly-ranked colleges since you’ll help make up the budget cuts. Obviously you need to meet academic standards.
It’s recommended you apply to a few of them, not just one (for instance, if you apply to one or two among UCB, UCLA, UCSD, you should apply to two among UDC, UCSB, UCI, and one among UCSC, UCR, and UCM. The last three sometimes give small scholarships to OOS/International applicants with high stats.)</p>
