Some may offer merit aid, if you are including that as FA. Citizenship or permanent residency is required for most types of federal or state need based aid. Most Florida schools organize their FA packages around the fact that many Florida residents will have Bright Futures, the resident grant for private schools, and maybe the Florida Prepaid Tuition Plan, so there is not a lot of need based money awarded.
My daughter attended FloridaTech with a lot of international students. Their merit scholarships were available to internationals, but most just paid for school, as they were wealthy. The international students also were eligible for athletic scholarships.
