<p>I am wondering if international students can apply for need-based financial aid in USF. In bigfuture (by the college board) it says that international students are eligible for need based aid. I've searched USF's web page and they only state that "If you are a U.S. Citizen or Permanent Resident, you are eligible to apply for financial aid at USF".</p>
