I'm interested in going to college next year for a bachelor's in International Relations & Affairs, with the intention of later attending law school. Does it matter where I go to school for this? I live in Georgia and am planning on staying in state because I can't afford not to have the HOPE scholarship, but am unsure if there are any schools (in Ga or otherwise) that I should avoid, or if there's particular criteria I should look for in my search? Any feedback is very appreciated!!

For law school admission, LSAT score and college GPA are the most important factors; see http://lawschoolnumbers.com .

No specific undergraduate major is required, although some, like math and philosophy, are associated with higher LSAT scores; see http://www.potsdam.edu/academics/AAS/Phil/upload/LSAT-Scores-of-Majors.pdf .

In terms of your undergraduate major, you can check faculty rosters, courses, and curricula in the catalogs and schedules to compare offerings.
