International Student for Master's Program

<p>Hi guys. My cousin is currently a third year MechE student in India. He's interested in coming to America to pursue an MS, but neither he nor I have any idea what to do. I'm only beginning my first year at UC Berkeley as an EECS major, so I know the ins and outs of undergraduate admissions, but I have no clue how to proceed for admissions for a Master's program. He is willing to work hard and would preferably like to go to a top school in the Silicon Valley (Berkeley, Stanford, etc.) </p>

<p>Of course, the path to that isn't easy, but I'm willing to help him as much as I can, and he's willing to work hard. But, we don't even know how to start. Just some basic information about him: he's a third year Mechanical Engineering student in an engineering college in Tamil Nadu, India. He's achieving really well in his college, even though it's not known outside of India. He's also planning on directly pursuing an MS straight after his undergraduate work (so he will not have any work experience). Is he also at a disadvantage because he is an international student?
