International student looking for good schools (with a budget)

Hi!

Im from the Philippines and I'm planning on studying in the US for college but my parents gave me a budget of $15,000 or less. I want to take up business in preferably California because I have relatives there but any school in the US will do as long as we can afford it. Are there any schools that give a lot of financial aid to internationals? Any help would be appreciated. Thanks!

Here are my stats:

SAT: Critical Reading 590
Math 670
Writing 630
It was my first time taking it. I'll be taking it again on October.

My school doesn't give GPAs nor provide class rankings but I'm in the top 3 my batch in Math.

I represent my school in Math competitions every year.
Top 15% in the country in the Australian Math Competition
Excellence in Advanced Algebra (Junior year)
Program for Excellence in Mathematics (Sophomore)
Math Club Vice President (Senior)
Excellence in Spanish
Excellence in Information, Communication and Technology
Excellence in PE (haha)
Basketball Varsity (3 years)
Computer Club (2 years)
Class Treasurer (freshman)
Leadership training

You should look at Chapman University in Orange, CA. It is not famous or "prestigious" --- yet --- but it is a comer in higher education and has a strong reputation in CA for business (and also film-media). Recently announced that Nobel Laureate Vernon Smith, father of "experimental economics," will be coming to the campus with a hand-picked team of scholars to open a new Economic Science Institute. You can read about this at www.chapman.edu and also look up financial aid info. Chapman offers generous merit aid, but I don't know how internationals fare in that equation. Since they are moving toward expanding economics offerrings, though, I imagine your math background could be a big plus.

Thanks! I checked Peterson's and Chapman does give need based aid to internationals.
