International Transfer Help

I am an international student and I am still taking classes in CC. I applied chemical engineering (1st choice) and chemistry (2nd choice) but got rejected with a gpa of 3.4. Now I am accepted by UTD (chemistry major) and A&M (chemistry major). I am planning to transfer to UTD and retake 1 class at the CC to bring my gpa up back to 3.7. I would like to know would there be any chance that I can applied UT Austin Spring 2011 with a gpa 3.7 and get into the Cockrell school or the school of Natural Science? Would the chance be higher if I got into the Phi Theta Kappa? (someone told me the chance would be higher if I got into it)

I appealed the decision but the appeal community said that my gpa was not high enough and my high school score (not US high school) was also not high enough also. Does UT care a lot about the high school grades?

Thanks.

I’m not an engineering major, so I can’t say for sure. But yes, of course UT looks at your HS scores, but if you can bring your GPA up while at UTD or A&M, then they will look at your college scores more.
