International Transfer -> TOEFL

I know many colleges do not require TOEFL anymore or waive it if SAT scores are high enough
But there is one in my college list that asks for it (though I didn’t see it say required on the website)
I have self-reported old scores in Common App, but they are unavailable to send via TOEFL website
If I don’t report register for new TOEFL and report it to the college by official means, will they ever review my application? if they do, will that hold against me in their decision???
It’s just the only college in my list that needs TOEFL and I really don’t want to spend any more money on test scores and college applications…

I need advice! And if anyone ever got accepted without meeting the requirements??? specifically TOEFL? Or as a transfer without TOEFL?
Also, it might help that I have already completed a year of studies at BU and earned for a writing course there

The proof of English language proficiency is needed, if you want to get study or work permit abroad. I was also interested in working in Australia so passed the IELTS exam.
