Internship: foreign affairs/politics

Hi, I have a couple of questions regarding internships at foreign embassy.

Right now, I'm in a delimma. If I want to get an internship working for the Chinese government at the foreign embassy, I have to keep my residence status. If I want to get an internship working for the US government, I will have to become a citizen (which I can in a year). I'm kind of lost as to what I should do. I won't be able to go to grad school without any experience, and yet, I don't want yet know which country I want to work for working for which country will suite me better. Any suggestions?

Another issue is this. I was talking to an ambassador yesterday, asking for an internship for next summer at the Chinese embassy. he asked me which college I'm going to. I told him that I've committed to Berkeley but the other choice I was seriously considering was UPenn. He told me that I should have picked UPenn. Ouch! I have many reasons for chosing Berkeley over Penn, but aside from that, I thought that Berkeley was more internationally known? Should I prepare to transfer next year, or should I just go with what I have (graduate early, save money, adn get the internships that I can get w/ berkeley tagged to my name)?
