Interpreting Penn State Award Letter

I am confused by an award letter from Penn State, there was no mention of a Scholarship or Aid other than the $5,500 that everyone gets in Stafford loans, yet the tuition estimate is much lower than the in-state tuition. Is this the way Penn State awards Financial Aid? I live out of State and expected the tuition alone to be in excess of 32K annually and the estimate below that came right from the award letter indicates a tuition of $6742 per semester, which I don’t understand.

If someone can provide some clarity it would be greatly appreciated.

I called the school this morning and the student aid officer was stumped, put me on hold for a while and told me the Director of Financial Aid would get back to me shortly. I asked if that would be today and they said yes. Still waiting. They are now closed for the day.

I ‘m guessing that they’re trying to figure out how that glitch happened and also seeing if any other accepted OOS students also got that wrong inf.
