Penn State Award Letter

I am confused by an award letter from Penn State, there was no mention of a Scholarship or Aid other than the $5,500 that everyone gets in Stafford loans, yet the tuition estimate is much lower than the in-state tuition. Is this the way Penn State awards Financial Aid? I live out of State and expected the tuition alone to be in excess of 32K annually and the estimate below that came right from the award letter indicates a tuition of $6742 per semester, which I don’t understand.

If someone can provide some clarity it would be greatly appreciated.

Estimate of Costs:
Tuition - Undergraduate Spring 2019- $6742.00

Yes, you are correct. I compared this to my D’s FA award letter (we are in-state), and the tuition est. is you provided is lower than hers. You need to call the Office of Student Aid.

Sorry, @CollegeDad207, I meant to say, the tuition est. that you provided…

Thanks, @dygibbs, I tried calling the student aid office several times today and kept getting disconnected, I think they had so many people on hold that the system kicked me off the line. Very frustrating.
