I was asked this and I am not 100% sure so I am reaching out for help. If you are an African or Hispanic applying from outside of the US, are you treated as an international student, probably no bump, or as a URM, giving you a slight bump in admissions?
If you are not a US citizen, you are considered an International student, which makes it harder to be admitted. If you are a US citizen living outside the US and are a URM, you will be considered as a URM which could give a slight bump depending on the school.
An international student would be a negative bump regardless of race. But as noted above, a non-US citizen living abroad will generally not be considered URM for admissions purposes.
