You need to specify which country are you from to get a better response on cc.
For purposes of financial aid and/or admissions “hook” URM – under represented minority – doesn’t apply to international students. It applies to URMs IN THE UNITED STATES.
Your country of origin does matter to some degree.
Colleges like to brag how many different countries their students hail from, so generally for int’ls, country matters more than race.
It helps to be from an underrepresented country (e.g. lithuania, burkina faso, etc). It’s tougher if u are from an overrepresented country (e.g. india, china, etc).

Internationals do not get any URM consideration. As an example, an African coming from Africa does not have a similar standing as URM as an African American for admission purposes in those schools giving consideration to race during admissions.
The country you’re from matters. Most of Africa, especially Subsaharan Africa, plus countries that are hardly represented (ie., Mongolia, Vanuatu…) will give you an advantage.
