The first time I took the test, I got a 30 C. The second time, I got a 32 C (36 W, 36 E, 34 R, 31 S, 28 M). I am applying to competitive, top colleges- is it worth retaking? I am NOT good at math and plan to be an English major. If so, what could I do to raise my math score? I would feel so much more comfortable applying with a 33 C.

In that case, I wouldn’t bother retaking it.
If you still want to increase your Math score though, I recommend reading “ACT Math Facts and Formulas” by Erikthered. It doesn’t cover everything, but there are some fundamentals you may be missing.
Can you take some sat subjects in English, foreign language and a history? It’d strengthen your application without including math, showing you master the field you’re interested in/showcasing your strengths. Even if with the act they’re not mandatory, you’re a case where they’d help - Al the benefits of a 33 and more, without your having to retake math/science.
I took AP US history this year and Lang with Lit next year; would taking the us history exam be difficult if I did it in October? How would you recommend studying for that because I’ve heard that the content is very different from the actual AP exam. Thank you!! @MYOS1634
You should be able to handle both the US History and the SAT English Literature subject tests with no problem if you study a bit (prep book, “real tests”) - they’re both easier than the AP equivalent and the content isn’t really different although the format is different. Add one foreign language and you’re good to go.
