Assuming I have good stats otherwise (hookless, unfortunately), will a 29 ACT be competitive enough for schools like Vassar, Skidmore, BC, Brandeis, University of Puget Sound, Whitman, and Willamette? My highest individual score is 33 and the lowest is 24. Will these schools count the individual scores or the composite more? I really need some advice, so thanks!

combined with good stats, a 29 is competitive "enough" for those schools. For Vassar you might consider trying to get over 30, but it will by no means keep you from getting in. It just won't necessarily help you.

I just read in one of the visit reports that an admissions officer at Vassar said 29 was the cutoff score. I bet it's only going to get higher, so I'm going to retake. If my score doesn't increase, will I still have a decent shot at the other schools?

I believe so. I think you'd be right to retake for Vassar, but the rest should be fine. The only one that may be pushing it is Brandeis, but I think that score will do.
