The ELC just means that if you don’t get into your choice, you can attend the UC that has room. Right now, that UC is Merced.
Think about this: lots of California Honors students are top 9%.

ELC eligibility is considered in UC application reviews but how much an impact is dependent upon the admission officers that are evaluating the applications. As stated by @aunt bea in the above post ^^^^, this is the only guarantee you get for being ELC.
