I’m of Hispanic heritage (mainly Puerto Rican, but also have a bit of Cuban and Venezualan heritage). My friend is Cuban, and Peruvian and she recently explained to me that Cubans have a disadvantage in admissions due to “over- representation” in higher education and politics. I think it’s a pretty bad, unfair system, as nationality itself (as far was WHICH country in Latin America) usually plays a small part in the variation of Latino experiences in the US. Is it true though? Should I omit it (considering that it is a tiny fraction)?

Your friend must know some colleges where Cubans are common to state such a bloviated assertion. I can tell you that it’s not true in most colleges in the US. Hispanic students, in general, are still severely under-represented in most colleges. Your friend’s advice is poor.
