I’m planning to apply to UC Berkeley in the Fall of 2018. I was wondering if I apply for the major Environmental economics and policy, then after a semester at UC Berkeley, double major in business administration in Haas?
Do these two majors have a lot of upper division classes in common?
The UCB business major admits only at the junior level. Applicants have to be second year students who entered as frosh at UCB or junior level transfer applicants. So transferring in and then applying to the business major is not possible.

It is not obvious whether adding EEP as a second major after admission to business is possible. However, since UCB business allows only four semesters after junior entry, and there is minimal upper division course overlap between the two majors, you may find it difficult to complete both majors within four semesters.

What about Economics and Environmental Economics? Are these two majors too similar to be double majors?
What’s the point in picking such similar majors to double in? It defeats the purpose and they probably won’t let you anyway.
https://ls.berkeley.edu/advising/planning/schedule-planning/double-majors-and-simultaneous-degrees says that “No more than two upper division courses may be used in common to fulfill requirements in both majors.”
