Is Early Decision II Binding?

Hi guys! I'm kind of confused by the whole Early Decision/Early Action thing. I understand that Early Decision is binding, and Early Action is not.. However, one of the schools I'm looking at has:

Early Decision I (November 15th)
Early Decision II ( January 15th)
Regular Decision (February 1st)

I remember them saying on the tour that they did not have Early Action, so my question is; what is the purpose of Early Decision II? (okay, more like questions)
Like Early Decision I , is Early Decision II binding? Why would someone apply Early Decision II instead of I-- is it more for people who were waiting for SAT/ACT scores or grades-- or is it more for people who found the school late?

I guess there's no purpose to why I'm asking-- I'm just sort of curious!

Thanks!!

p.s. sorry i know there are a lot of questions on early decision etc. but i had a hard time finding an answer to early decision II

1) yes, ED II is binding

2) the reason that EDII exists is for people who have a second (first) choice and are not accepted to their first ED/SCEA school on Dec 15th…

3) the other reason that EDII exists is for students whose grade trend is rising and they want their transcripts to reflect their senior year stellar grades!!

4) waiting to retake SAT/ACT again

5) Not ready to “pull the trigger” by Nov 1st but have an awakening by January…

Hope this helps…

Hey maybe reading this will help
