<p>I used to be an exchange student in the US and I'm now applying as an international student to UPenn (Huntsman ED although my chances are not that high) I want my "other recommender" to be my US guidance counselor in addition to the required two teacher recommenders.
Is this a bad idea? Does it say that I'm desperate or not really?

if you think it would be helpful for your app and it helps the admission officer to understand your story better, submit it…
If it was supposed to be desperate they would not allow it at all.
Worst case scenario: Penn won’t read it at all!</p>

<p>On the good side it gives another perspective on who you are as a person. Bad side is it just gives more papers to read for already extremely stressed adcoms.</p>
