Is it a good idea to call the office?

I got admitted and did not receive any scholarships, I asked why and they said I am not qualified and they told me to send my final transcript so they can review again and tell me if I am able to qualify, I asked how much the GPA requirement to get a scholarship and he mentioned 2.8. My GPA is 1.53 translated to a 4.0 GPA is 3.6, I was also involved in a lot of community activities too, I sent a letter asking them to reconsider, I sent a letter to the financial aid office and admissions office few weeks ago and did not get any reply so I sent it again assuming it got lost in the cyberspace but still I didn't get any reply or whatsoever. I sent a letter to the transfer counselor and he told me to send my final transcript so he can review it again. I sent my final transcript and I also sent a letter a letter explaining why I deserve the scholarship but I did not receive any reply. Is it a good idea to call the office since the deadline for the down payment is on the 17th and I'm very worried already and I realllyyy want to go to school there.

Do you think it's fine to call the office or do you think it will annoy them since I sent to much letters already?

I don't understand though why they don't reply to me, they could always decline nicely instead of keeping my hopes up waiting for their response.

They are most likely swamped with letters, and the people who have to go through all of them most likely don’t want to have to review your profile because you’re asking for money. I don’t want to say its not going to happen, but the only conclusion that i’m coming up with is that writing again is not going to change much of anything.

You are also an international student. Remember that there are very few if any scholarships for international students. Those schools that do have scholarships only have a small limited number of scholarships. If you did not receive on upon admission (as your school is most likely need aware in the admissions process so they know your financial situation), it is unlikely that you are going to get one now.

However, it never hurts to ask

If you are a transfer student on top of being international, it’s very, very difficult to get scholarships in that situation. In fact, it’s impossible at many schools.
