Is it better to send bad SAT II scores, or no SAT II scores?

If a university “recommends” SAT IIs, but says you can get away without sending them,

OR

If a university, like Harvard, says you can be considered without SAT Subject tests because of finances, or if you just want to be considered without them,

Is it better to send bad subject tests scores, or none?

I have heard that colleges drop certain requirements so they can get more applicants, reject them and have a lower acceptance rate. In such a scenario, you are still at a disadvantage for not doing the thing even though it wasn’t a requirement.

My SAT scores:

Chem: 550
Math: 750

SAT I: 2170

SAT I is decent, so will sending subjects tests hurt me un-necessarily?

I don’t have the opportunity to take it again.

Just send your Math SAT II. I have heard you should really only send scores over 700.
