Is it free if you apply online?

Does that remove the application fee?

No.

No. some schools, however, like grinnell and carleton waive it if you apply online.

I wish....

Some do, some don't. Check their websites.

Most Universities/colleges don't, but I know University of the Pacific does that -- check the admissions thread about colleges that are free to apply to. It's stickied on the top.
