Is it mandatory for freshmen to live on campus?

I’ll be applying to NCSU for the Fall of 2019. I’m currently a rising senior, so I have a long road ahead as far as applying and FAFSA goes. I live in Florida and plan on going out -of-state for university.
I have a childhood friend of mine that’s going to be living with her parents in North Carolina near NCSU and she offered me a “free” room, so long as I pay for water, groceries, and electricity (~$150 month). But does NCSU require you to live on campus if you’re a freshman? I won’t be able to afford the dorms and would rather not take out a loan. If they do require it, is there a petition or exception I could use?
Also, I will be obtaining or close to obtaining my A.A in General Studies from a community college in Florida, from doing dual-enrollment. Would NCSU accept my A.A or would the credits not count/transfer?

As of a last year (maybe two years ago?) on campus housing is required freshman year.

Check to see if there is an exemption for living close to school. DS has several friends who live in Cary and ‘commute’.
