North Carolina State University vs Campbell University?

I have two questions concerning both Universities:

(1) Is it required for non-Freshman standing students to live on-campus? I will be transferring in with my A.A General Studies from a Communuty College in Florida (Early College due to dual enrollment). I will be obtaining my my Degree in early to mid May after I graduate High school in May 21st, since I need to submit my completed high school transcript to the Community College for them to oficially provide me the diploma. So considering I would have at least 50 credits transferred in, would I still be required to live on campus? I’m not able to afford the on-campus housing. I have a fiancé who’s in the Military( Air Force), who will be providing me with housing, but it will be an hour (50-60 miles) from both campuses. I’m not financially stable and will most likely not be receiving support from my family since we’re at the poor-middle income level. Since I’m entering as at least a sophmore standing and don’t have the financial means to pay for room & board (can’t take out loans since I’m already on the pathway to go to law school and that’s where I really need to take out loans the most), would I need to file a Housing Exemption or would I not be required to live on-campus?

(2) Any experiences with either college? Which seems to be the most bang for your buck? I visited both and loved both of the campus. Waiting to hear back from the Financial Aid Departments to determine which offers me the most Aid.
