Is it normal for colleges to receive school forms weeks before the full application?

I'm currently working with teachers and school officials on the Transfer Common App's school forms (I've already sent in a few recommendations), and it's going to be a few weeks before I submit my actual applications.
Do admissions officers begin to keep a record on you once they receive these forms? Or will they dump them because they have no idea who I am?

I would submit the supplements, so then they have a file for you.

Correct me if I’m wrong, but I think they could form a file based on the applicant ID labeled on every page of the school forms… Not to mention my name and personal information.

Probably, but I’m just saying what I did. I didn’t have anything sent until the supplement was done.

What I’ve heard is that they’ll just compile all of your stuff together and keep track of it until you have everything submitted.
