My situation is very sticky with the noncustodial part of IDOC. Even though I had no contact with my biological father in years, I still could contact him for his info so I cannot fill out the NCP waiver form. However, on the IDOC, it asks for his W-2 or substitute. He lives in China and his work is a bit different from others. People would give him money for him to install freezers and he uses the money to buy the freezers and the tools, whatever is left will be his. He does not have a set amount of income let alone an income statement to substitute for the W-2. Can colleges make an exception for this situation?
They will expect him to verify his income somehow. You won’t get a pass on this.
Your best bet is to contact your colleges. Find out how they want this handled.

@kourou If you have had no contact with your biological parent you can apply for a non custodial waiver so that he doesn’t have to provide his information. Each college will evaluate that waiver request individually and make a determination. Below is a link to more information about that… If you are required to provide income doc for him you should contact the financial aid office at the school requesting it, explain the circumstances and see what they would be willing to accept for documentation. The waiver link you provided is about getting a waiver so the NCP doesn’t need to complete the NCP forms.
Unless something has changed, there is no waiver for the IDOC.
HOWEVER, there are hundreds and hundreds or more US citizens who live abroad and whose parents work abroad who don’t have W2 forms and the like. Colleges do know how to deal with this,
This student needs to contact the college(s) and ask what to do. The college(s) will guide them…and it might not be the same from school to school.
But a waiver? For what? The NCP Profile has already been completed.
Does financial aid view child support received voluntarily vs court-ordered support differently? How are they taken into consideration with the non-custodial parent waiver?

@loebluz there is a place on the FAFSA to report any child support received and that is where you would report voluntary or court ordered support. They are not viewed differently. There is a question on the noncustodial waiver that actually asks if the parent pays child support and if so the most recent year is it was paid and amount. This is taken into consideration when each college reviews the waiver.
@thumper1 no there is no waiver for the IDOC, I was suggesting the student fill out an NCP waiver given there is no contact with father. But it sounds like this student may have already tried that. And yes I agree the student should reach out in to the financial aid office to see what documentation needs to be provided as they typically have protocol for this type of situation.
