is it possible to get a waiver to send scores if you didn't get a waiver for the test

The only reason why I didn't get waivers for some of the tests was because my school didn't have waivers available for the ACT and had run out of waiver forms for the SATs at one point. Also, I am now applying to schools that I didn't envision when I initially took the tests.

I am now applying by waiver to all of my schools, since I qualify for free lunch and I am loathe to spend any more money when my family just skipped paying rent and utilities last month. We can't even pay 900 dollars to get our green card renewed so I would really like not to spend possibly hundreds of dollars to send all my tests, for both the SAT reasoning, SAT II's and ACTs, as well as the results of my last year's APs, to the schools I am applying. Does the College board waiver for applying to colleges apply for sending scores to them?
