Is it possible to transfer?

Hello everyone! Hope admissions is going well for you all :)>-

So my close friend really screwed up her first few years of college.
She went to community college for 3 years and did very mediocre,
but was able to get a couple of AA's and transferred to SJSU.
Unfortunately she only did worse once she transferred.
She was persuaded into CS by her older brothers,
having liked the entry classes she thought she would enjoy it but
ended up hating it after taking upper divisions. She was extremely
unmotivated and discouraged and ended up being kicked out of SJSU.

After she decided to attend another community college in pursuit of a
math degree, she took 20 unit semesters, redid all the math and GE
courses in a year and has a 3.7 at the cc she's attending now.
This fall she's planning on applying to colleges, she knows she
has to submit all of her transcripts and was wondering if she actually
has a chance to get into a UC or CSU?
Any information would be nice thanks =)!

The UCs have a limit on how many upper-division units you can have and still be eligible for admission. The rule varies by campus. So it depends.

The more interesting question to me is why she has asked a friend to collect answers from anonymous people on the internet instead of making an appt with a xfer advisor at her CC who is there to answer questions about transferring. Or talking to the CSU and UC reps that regularly visit CCs.
