Nope, you can fill it out any time during the school year too. However, some schools give out FA to those who file by the priority date (set by the school). You will always qualify for the Stafford loans if you complete the FAFSA
You canncomplete the FAFSA for federal loans and the Pell (if you are eligible) any time during the school,year…so for 2017-2018…any time before that school year ends at your college (leaving several,weeks for it to process before the end of your term).
BUT if you are looking for institutional aid, YMMV…as schools have deadlines for the fafsa submission for that.
