It depends on how low is your GPA.
If your GPA is 3.8+/4.0, you’re going to be fine.
The risk of a too low GPA is that you send the message that you’re only willing to put in effort if the project is of personal interest or benefit.

Depends on the foreign university. In some countries unis care very little about GPA and base admissions mostly on test results.
