Is my SAT score too low for the University of Toronto, Canada?

I'm an international student and my education is based on the American high school system.
I'm the top second in my class with a gpa of 4.0! My average is 97.6 %.
I'm a geek in math; We took advanced courses in Precalculus & now Calculus.
However, my SAT scores are disappointing... and this is causing me depression, because I would LOVE studying abroad in a country like the US or Canada, for my dream university is U of T.

I read their admission requirements on many websites & so far I'm confused about how much do they require on the SAT.

The first time I did my SAT was in January 2010;
I scored : 500 math, 500 cr, 600 writing (8 on the essay).

The second time was in May 2010 where I scored 610 math, 620 writing (9 on the essay), and 450 on cr!!!!!!!! I know CR is a mess! I studied so hard & I got so mad just to get above 1800... but nothing goes as planned.

I heard they choose the best score of each section from more than one test, is this true?
Because if it is, I'll end up scoring 1730.
and do a score above 1700 and a gpa of 4.0 meet the admission requirements for U of T?

Why don’t you retake?

GPA 4.0 is good. But I’m sure you know SAT 1700 doesn’t make you a strong applicant.
U of T is a great school, and if the rest of the applicants are really strong, it’s difficult for you to stand out. They’ll probably think your high school is really easy.

for U of T, 1900 isn’t a big prob, but 2000 will be safer.
