Is Pre-AP considered Honors for non-California high school students?

My 9th and 10th grade year, we only had the option of Pre-AP, not AP because that course was not available. On the application, do I mark honors of not honors?

For OOS applicants, only AP/IB or DE courses (UC transferable) are considered “honors” courses with extra honors point bump.
