Is the PLAN a good measurement of scores?

My S took the PLAN (pre-ACT) last fall. His predicted score was a 31-33. What are his chances for actually getting a 32 or 33? He plans on taking the ACT in September and his college choices require a 32-33 for in-state scholarships.

For me personally, it was a good indicator. I was predicted to score a 27-31 on the PLAN, and on the first ACT I took this June, I scored a 31. I had taken two practice tests prior and scored in that range, ~ 29. Yet, the subject I scored least on the PLAN, science, was actually the highest score I scored on the actual ACT. So, as long as he focuses his weaknesses in the subjects he scored lowest in, he should have no trouble in scoring in that range (or higher).
