Is there an university in California that accepts transfer students with 30 credit hours?

You would need to look at California private schools if you want to gain admission as a lower division transfer.
USC/Occidental/Loyola Marymount/Claremont Colleges (Pitzer, CMC, Pomona, Scripps, Harvey Mudd) to name a few.

Staying one semester at a college in California will probably not give you enough units or enough of the required courses completed to transfer to a UC.

If you are OOS, some of your current credits may not transfer. Do you plan to establish residency in California for the purpose of getting in-state tuition? If so, be aware that you cannot attend any college in California for a year while establishing residency… If you really want to go to a UC, finish your units and required courses at a CC, use TAG and transfer as a upper division 60 unit + transfer. You still will not get in-state tuition costs however, so you need to be in-state for a year without attending school.
