<p>I have a friend who has this trouble.... hasn't been able to find money because he has to be permanent resident or citizen.... and hte paperwork is going too slow for him. He'll be a permanent resident soon, but not soon enough for the scholarships.</p>
<p>I take it you are living in the United States but under non-resident status?</p>
<p>You may be able to receive aid at institutions who provide aid for international students, as long as that is what they categorize you as. If so, you need to be sure your admissions and financial aid status match.</p>
<p>If you are in process for permanent residence status, there may be some other options. Post more info here or talk to your Financial Aid Officer.</p>

<p>I'm in the process of getting the Green Card. Takes at least a year, though. I'm going to college 2005 Fall, so I don't have time to wait. :( The future looks dim...</p>
