My safety school is humboldt since the minimum transfer GPA is a 2.0. Should I even consider applying to Berkeley?

Depends upon which CSU and UC and also your major.

you should apply to any school that interests you. Include several UCs, a few CSUs, as long as you include the your safety you’ll probably have several to choose from.
3.6 is a very solid transfer GPA. UCB will be a coin toss at best but, you should apply
