Annapolis — The Department of Homeland Security is proposing security plans that would shut down the Severn River near the U.S. Naval Academy on graduation day.</p>
<p>The proposal, published in the Federal Register on Feb. 12, calls for a security zone along the Severn and College Creek “to ensure the security of high-ranking public officials and safeguard the public at large against terrorist acts or incidents during the U.S. Naval Academy graduation ceremony.”</p>
<p>The area affected stretches from Horseshoe Point across the river on the north and Biemans Point by the old David Taylor Research Center across the river to the Naval Academy seawall on the south.</p>
<p>College Creek also would be closed from the King George Street Bridge to the river.</p>
<p>Boat traffic in the area would be restricted from 7:30 a.m. to 2 p.m. on graduation day, normally the last Friday before the Memorial Day holiday.</p>
<p>Boaters seeking entry or passage would have to get permission from the Captain of the Port, Baltimore.</p>
<p>Anyone wishing to comment on the proposed rule or to ask for a public hearing needs to do so before April 13.</p>
