<p>depends on the rest of your application as well. Ivy Leagues have a hollistic process for applications. Acceptance is not based solely on schedule or test scores, but on everything else as well, especially your essays.</p>
<p>You have a chance at Penn. A majority of people with your stats will not get in at Penn, but many will. That’s about as accurate as anyone here could get.</p>
<p>ACT 31 is probably near the 25% at U Penn. So there is a chance. The question is how do you stand out from the rest?</p>
