No clue. Like I said, I never got the semi finalist email despite having won, and others never mentioned having to submit more information. But I’m sure it happens? Maybe if there was something that was unclear in your application.

College.
I know the application deadline has passed this year, but for future students,I would totally recommend applying. The requirements are a family income of 95K or less, at least a 1200 on the SAT or 26 on the ACT and >3.5 unweighted cumulative GPA. Just completing the application will help put you in a good mindset for filling out your college applications! My question to you: What do you have to lose? What is the cost of not trying?
