Is jhu biomedical engineering more prestigious than getting into general University?

JHU BME is certainly more selective than general admissions. So if selectivity translates to “prestige” then I guess so.
I promise you though, if you attend Hopkins the BME prestige means very little. BME may be well known and well funded but there are highly intelligent and accomplished students and faculty in every department. In the end it’s your accomplishments rather than your school or program’s brand that’ll make the difference in the med school / grad school / job hunt.

If a student failed getting into BME, is there still chance to be considered for 2nd major?
Yes that is true.
If you indicate BME as your first choice major, you’ll be screened first for admission into the university and (if you’re admitted to the university) for admission to BME. It isn’t uncommon to get into JHU but be rejected from BME. In that case you can enter JHU as an other major.
