I just read that the acceptance rate for the CMU School of Drama is only 3%; does this also reflect each program? The CMU website says that only 5-7 people are accepted into the directing program each year, but that around 18 are accepted for design. So, is 5-7 people 3% of applicants? Or do fewer people apply, so the acceptance rate is higher for that program within the school?

I think 3% is probably the average across all majors. That’s how it’s calculated at DePaul, where I attend.
I was waitlisted at Carnegie last year, and Jed Harris told me, at the time of my interview, it was projected he would see 150 prospective directing students that year. Not sure what the final count wound up being!
