<p>the passage didnt make them seem equal lol. If you think of it the way i did. it seemed like she paid respect to him, and i believe he was a more important ruler</p>

they were rulers of their respective lands
no reason for them to be unequal
i agree that it was weak non unified states, although for some reason i think the answer said 16th century</p>
