The question did not specify America nor the New World. Therefore, the answer is Portugal. Some of you need to stop rationalizing Spain as the answer with this “Why would College Board put a random question on there?” argument. The reality is that they do and even if they didn’t, Portugal being the earliest European country to conduct systematic voyages is still highly relevant to US History.</p>

It’s common knowledge that Columbus began European exploration to the New World, but the question was testing to see if you knew that Portugal preceded even Spain in conducting systematic voyages not necessarily in the New World. Portugal would later influence Spain, but the answer to the question is still Portugal.</p>
<p>Besides, College Board DOES test pre-colonial history. Portugal’s explorations are a major part of pre-colonial history. Don’t you guys remember the Treaty of Tordesillas between Spain and Portugal, because the two had a dispute over the New World before France and England and Holland even came into play? The answer is obviously Portugal; Portugal was the first to systematically explore the oceans. Prince Henry the Navigator, the Cape of Good Hope, trade with India and the Arabs…it’s Portugal. If you’ve taken any history, you’d know it’s Portugal.</p>

<p>Seriously, every prep book mentions Portugal’s explorations of the oceans and the New World. They are extremely significant for being the first European country to systematically explore the world. Prince Henry the Navigator? Vasco Gama? Someone Magellan? Cape of Good Hope, etc… It’s supposed to go right off in your head; first European country to navigate the oceans = Portugal.</p>
