Which do you think is actually more important in the college admission process? It is universally acknowledged that junior year GRADES are the most important, but how important is the course rigor of said year compared to senior year?

colleges want to see overall that you took the most rigorous courses available to you. AND they want to see that as you progressed through HS, AND took more and more challenging classes, you were able to maintain, if not improve your GPA. If, by the end of your JR year, you have run out of the most challenging classes your HS offers, AND your CG will state on the letter of recommendation he writes about you, that you have taken the most rigorous courses available, and done well in them, then you can take some classes your Sr year just for fun. Taking easy classes in your JR year, in order to have a better chance of getting better grades, will not fool any college admissions officer. They look at the whole package, not just one year or two.

Well if your junior year grades are important, then they should probably be in classes considered rigorous. If you had straight A’s junior year in average classes but had all APs senior year, that probably wouldn’t do you much good. I would say you probably want a rigorous junior year and an equally rigorous or more rigorous senior year to show you aren’t using senior year as a rest year.
