<p>You certainly stand a shot such that an application is warranted. If you feel that it is where you want to be.</p>

<p>I don't understand how you can say from that brief list of data that he doesn't have a chance. Nothing there woudl disqualify him</p>

<p>I don't usually respond to these stupid chances posts, but I have to reiterate that you should absolutely apply, as I think you have just as much a chance as I did, and look where I am (I'll give you a hint: it's on a hill).</p>
