Imagine you have a choice between these two… which one would be better for someone interested in consulting and public/private partnerships? What other criteria should be used in deciding?

Both are peer schools. The most important criteria is where you want to live after graduation, NC or Texas as most job placements in these two schools tend to be regional.
I can’t speak to McCombs, but UNC Kenan-Flagler is definitely not a regional school either in terms of the class-makeup or for job placement. 16% took full-time jobs last year on the West Coast, 14% Northeast, 10% Mid-Atlantic, and so on.

I don’t see the west coast numbers beating NE or SE. Biggest employer is Bank of America based in Charlotte.
UNC Kenan-Flagler is a regional school and has a very poor representation in the NorthEast and West. UTexas Austin is also a regional school but enjoys the advantage due to its location and the alumini network.
