The proposal is that students applying as frosh to L&S can apply for pre-approval to declare the L&S CS major, which they may get at frosh admission.
That implies that frosh entering L&S without such pre-approval will find it much more difficult than now to enter the L&S CS major.

Thanks for sharing. It will be nice for students trying to make a decision on which college to attend to know whether or not they have pre-approval.
Another interesting point in the article is, “We do offer a lot of support now, but it can feel like the department is just trying to push people out as opposed to bringing them in because of the GPA cap,” DeNero said. “(The proposal) could really have a positive benefit to the culture, and the culture that is established and cultivated in the first year or two really does maintain through the rest of students’ experience.”

"Cheating and stress are probably the biggest issues with the GPA cap,” said Rahul Shah, a freshman computer science major. “Even with the GPA cap, so many people are declaring. … There’s a lot of demand for CS classes. There isn’t enough supply.”
It sounds similar to the rationale behind UCSD’s CS lottery.
Prior to UCSD changing to lottery for admission to the CSE major (for those who did not get direct frosh admission), the typical competitively-determined GPA threshold was 3.9 or 4.0 (but that was probably because much of the space in the CSE major was taken up by direct frosh admits).
