Late SAT registration for international students?

Hi guys,

My situation is desperate and calls for everyone out there who knows about how College Board works, especially international students who have experience with late registration.

So, I'm a senior in Vietnam, due to some family economic problems (and mastercard renewal, paper works, etc) and self's carelessness have missed the deadline to register for the December SAT. On the deadline day, all test centers in Vietnam are full. Now I only have two choices: go to a foreign country (which is difficult) or get someone sell their slot to me.

Luckily I have found someone willing to pass the slot to me. The problem is it's already past deadline, and when I search for test centers in Vietnam, CB says that "Sorry, no test centers are available in this country" and NO centers are listed below. Meanwhile, in other countries with still available test centers, for example Myanmar, still have a list of centers below and still ok to do the late registration with additional fee.

Does that mean if seats are available, the test center's name will appear in the list in search results, despite the passed deadline? If my friend cancels her seat, will it be available in the test center search results for me to take?

I emailed CB to ask, they said that late registration is not applicable to international test takers. However the real case doesn't seem so because foreign countries, as long as seats are available, still are open for late registration.

I just want to be sure that: A Test Center Name In Vietnam Will Appear For Me To Click On. After my friend's cancellation, that is.

Anyone have experienced this before? Please tell me what to do!

Thanks everyone for reading! I'd appreciate any help!
