Let's say in a hypothetical situation...

You're ending your sophomore year.

You didn't do so well in your freshmen and sophomore years, getting some C's, maybe a D, and B's, but with some A's. However, you pick it up as you go along and start getting mostly A's and a few B's. You'll only be taking 2 AP classes next year, and those are the only APs you'll have taken by the end of junior year. Your extra-curriculars and all the service hours and whatnot are practically non-existent.

But, fast forward, you get a perfect score on your SAT's, and SAT II scores in the high 700's. Since you already did nothing in your first 2 years of high school, the only extracurriculars and whatnot you've been doing are in your junior and senior years. Also, your essays are amazing, your income is 100k+, but you're not in a minority (white/asian).

What would be your chances at a top, top 30 ranked, university?

I’d go to college board and compare your stats with the average person admitted to those schools…it’s really hard to get into the T30
